Official texts use three terms that often get mixed up. The form is always the same though — the Meldezettel:
You're registering a residence in Austria for the first time — for example because you're moving to the country, or establishing your own residence for the first time.
You already have a registered residence in Austria and are moving within the country — e.g. from one apartment to another, even within the same municipality. The old address is de-registered and the new one registered — usually in one step.
You're giving up a residence without establishing a new one in Austria — for example because you're leaving the country.
